ann notarangelo in sacramento. lawmakers appeared close to a vote, are they going to take it ann? >> reporter: okay. well, listen to what just happened in the last five minutes or so. originally we were told that the state vote -- the vote on this budget was going to take place at 4:00, that was delayed until 5:00. last five minutes we heard it's been delayed until 6:30. so yes at some point tonight we do believe that the legislators inside the state capital are going to vote on a budget. it's just unclear when that's going to begin. it's also unclear why everybody seems tow unhappy about it. i couldn't -- seems so unhappy about it. i couldn't find anyone who was pleased. republicans were cut out of the negotiations so they are unhappy. the democrats aren't happy because they don't like what was negotiated. both houses will vote on the eight bills that make up this budget package. while the budget seems to be a done deal between the governor and the democrats, there is still the usual political maneuvering and as of 3 p.m., republicans were telling me that the democrats hadn't eve
